This Fact Sheet provides an overview of History Colorado, which acts as a trustee for the state in collecting, preserving, exhibiting, and interpreting collections and properties of state historical significance. Among its many and varied responsibilities, History Colorado administers historic preservation grants and ensures public access to statewide cultural and heritage resources through regional museums and other special programs.

Final Report to the Colorado General Assembly by the Opioid and Other Substance Use Disorders Interim Study Committee.

During the 2017 legislative session, the General Assembly considered measures related to Colorado’s behavioral health crisis system and the use and misuse of opioids. Other issues considered include child care regulations, child welfare, and a job program for individuals receiving cash assistance benefits. All bills discussed below became law, unless otherwise noted.

Approximately one-third of new students entering Colorado’s public four-year institutions of higher education are transfer students from another school.  This issue brief provides an overview of credit transfers between public institutions of higher education in Colorado, including the guaranteed transfer pathways (gtPathways) program, statewide transfer articulation agreements, and other options available to students.

Legislative Emergency Preparedness, Response, and Recovery Final Report for 2017.

This memo compares Colorado’s felony sentencing laws with those of Minnesota, Nebraska, New Mexico, Oregon, and Washington.  It provides an overview of determinate versus indeterminate sentencing schemes and incarceration rates.

This memo explains enhanced sentencing requirements for two different criminal offense categories: crimes of violence and habitual offenders. It also provides sentencing data for offenders convicted of crimes of violence or as habitual offenders between 2014 and 2016.  During this three year period, 416 offenders were sentenced to the Department of Corrections (DOC) for crimes of violence and 150 were sentenced to the DOC as habitual offenders. This memorandum provides information concerning second look sentencing.  Second look sentencing refers to sentence modification that occurs while an offender is serving his or her term of incarceration.  This memorandum briefly describes second look sentencing and discusses the differences between it and other forms of sentence modification.  The memorandum then explains second look sentencing schemes for juveniles in other states, describing Oregon’s scheme in detail, as well as discussing a recently created Colorado program for juvenile offenders.

This memorandum provides an overview of the mandatory minimum sentencing schemes in Colorado law.  It provides information on the general categories of offenses subject to enhanced prison sentences and specific crimes that require a mandatory minimum sentence. Three years of sentencing data are included to show the application of the sentencing schemes for each category of offense.

This memorandum provides an overview of broadband internet service programs in Colorado, including the Colorado High Cost Support Mechanism; state grant programs and other state efforts; local governments’ ability to provide broadband; and related recent legislation.
