This memorandum provides an overview of broadband internet service programs in Colorado, including the Colorado High Cost Support Mechanism; state grant programs and other state efforts; local governments’ ability to provide broadband; and related recent legislation.

Unemployment insurance (UI) provides temporary, partial wage replacement to workers who have lost their jobs through no fault of their own. The state program is administered by the Division of Employment and Training within the Colorado Department of Labor and Employment (CDLE). This issue brief provides an overview of Colorado’s unemployment insurance program, including employer contributions to the Unemployment Insurance Trust Fund and the process for receiving benefits and filing an appeal.

Table 1 shows the availability of the historic property preservation income tax credit and the cleanroom machinery sales and use tax exemption, each of which is available only when the Legislative Council Staff forecast indicates that General Fund revenue will be sufficient to allow General Fund appropriations to increase by at least 6 percent. Revenue failed to meet this requirement in FY 2015-16. The September 2016 forecast expects that revenue will fail to meet this requirement in FY 2016-17, FY 2017-18, and 2018-19.

The Colorado legislature considered several important bills related to labor and employment, consumer protection, licensing and professional occupations, liquor law, procurement, and telecommunications and technology during the second session of the 69th General Assembly. The General Assembly considered several bills related to economic development during the 2014 session. Bills relating to workforce development, a statewide brand marketing plan, and a study of Colorado's employee talent base were all postponed indefinitely. A bill creating an app for Colorado businesses passed along with a bill making changes to funding of existing advanced industry economic development programs.  This document summarizes the various pieces of legislation.
