Colorado's Unemployment Insurance Program (2016)

Unemployment insurance (UI) provides temporary, partial wage replacement to workers who have lost their jobs through no fault of their own. The state program is administered by the Division of Employment and Training within the Colorado Department of Labor and Employment (CDLE). This issue brief provides an overview of Colorado’s unemployment insurance program, including employer contributions to the Unemployment Insurance Trust Fund and the process for receiving benefits and filing an appeal.

Availability of Historic Property Preservation Income Tax Credit and Cleanroom Machinery Sales and Use Tax Exemption (2016)

Table 1 shows the availability of the historic property preservation income tax credit and the cleanroom machinery sales and use tax exemption, each of which is available only when the Legislative Council Staff forecast indicates that General Fund revenue will be sufficient to allow General Fund appropriations to increase by at least 6 percent. Revenue failed to meet this requirement in FY 2015-16. The September 2016 forecast expects that revenue will fail to meet this requirement in FY 2016-17, FY 2017-18, and 2018-19.

The General Assembly considered several bills related to economic development during the 2014 session. Bills relating to workforce development, a statewide brand marketing plan, and a study of Colorado's employee talent base were all postponed indefinitely. A bill creating an app for Colorado businesses passed along with a bill making changes to funding of existing advanced industry economic development programs.  This document summarizes the various pieces of legislation.
