The following are new safety protocols for the reconvening of the General Assembly during the COVID-19 health epidemic.

The handbook is divided into four sections, 1:  Rules of the House of Representatives; 2:  Rules of the Senate; 3:  Joint Rules of the Senate and House and Joint Session Rules; and 4:  Colorado Constitution.  This section includes only selected portions of the constitution.

The House, Senate, and Joint Rules in this handbook are current through December 2019.

Final report to the Colorado General Assembly by the School Safety Committee. This committee was created by a resolution adopted by the Executive Committee of the Legislative Council during the 2019 legislative interim. The purpose of this committee was to study how violence at, and threats of violence to, schools can be prevented, and how to promote the safety of school personnel, students, and others who are present at schools.

Pursuant to House Bill 19-1184, Legislative Council Staff will prepare demographic notes for up to 20 bills each session beginning with the 2020 legislative session. This memorandum provides an overview of the demographic note process, including the process for requesting a demographic note, the content of a demographic note, and methodological considerations

Final report to the Colorado General Assembly by the Wildfire Matters Review Committee. The purpose of this committee is to oversee and review the prevention, mitigation, and financing of wildfire matters in Colorado.

Final report to the Colorado General Assembly by Colorado Health Insurance Exchange Oversight Committee. The purpose of this committee is to guide Colorado's health insurance exchange, including reviewing the financial and operational plans of the exchange and approving the appointment of the executive director of the exchange.

This memorandum provides an overview of the process and methodology for drafting greenhouse gas emissions reports, pursuant to Section 2-2-322.3, C.R.S.  At the 2019 legislative session, House Bill 19-1188 was passed and signed by the Governor, which requires Legislative Council Staff to prepare greenhouse gas emissions reports on certain legislative bills starting at the 2020 legislative session. This memorandum provides an overview of the process and methodology for drafting greenhouse gas emissions reports, pursuant to Section 2-2-322.3, C.R.S.

Final report to the Colorado General Assembly by the Opioid and Other Substance Use Disorders Interim Study Committee. The purpose of this committee is to study issues relating to opioid and substance use disorders in Colorado and examine potential solutions concerning prevention, intervention, harm reduction, treatment, and recovery from opioid and other substance use disorders.

Final report to the Colorado General Assembly by the Water Resources Review Committee. The purpose of this committee is to oversee the conservation, use, development, and financing of Colorado's water resources.

Final report to the Colorado General Assembly by the Zero Waste and Recycling Interim Study Committee. The purpose of this committee is to study waste and recycling infrastructure, composting, and public awareness of moving toward zero waste in Colorado.

This memorandum memorializes the process for requesting and preparing Demographic Notes (notes) pursuant to Section 2-2-322.5, C.R.S. It outlines the number of notes per session, the process for requesting notes, the preparation and timing of notes, and the preparation of revised and final notes.
