Final Report to the Colorado General Assembly by the School Start Time Interim Study Committee.

The committee was created pursuant to Part 16 of Article 3 of Title 2, Colorado Revised Statutes. The purpose of this committee is to oversee and review the prevention, mitigation, and financing of wildfire matters in Colorado.

The Early Childhood and School Readiness Legislative Commission was created pursuant to Section 26-6.5-203, Colorado Revised Statutes. The purpose of this commission is to study issues related to early childhood and school readiness in order to improve the state’s early childhood policies.

During the 2018 legislative session, the General Assembly considered measures related to a variety of elections topics, including campaign finance, local elections, redistricting, and voter registration and voting.

Understanding the State Budget: The Big Picture

Each year, the General Assembly is tasked with balancing constitutional, statutory, and federal requirements with a host of other considerations, such as competing policy priorities, caseload pressures, and the health of the state’s economy, in order to create a budget.  This report is intended to serve as a primer on Colorado’s budget and some of the factors that help shape it.

Final Report to the Colorado General Assembly by the Pension Review Commission.  This commission was created pursuant to Article 51.1 of Title 24, Colorado Revised Statutes. The purpose of the commission is to study and review the two major pension plans in the state — the Fire and Police Pension Association for police officers and firefighters employed by local governments and the Public Employees' Retirement Association pension for state and local government employees — and to develop proposed legislation.

This issue brief outlines the types of projects and expenses defined as capital construction, the role of the Capital Development Committee (CDC) in overseeing the approval and implementation of capital projects, and funding for capital projects.

Summary Report for the Alternatives to the Gallagher Amendment Interim Study Committee to the Legislative Council.  The committee was created pursuant to Interim Committee Request Letter 2018-02. The committee is charged with studying the following:

Summary Report for the Water Resources Review Committee to the Legislative Council.  The Water Resources Review Committee (WRRC) was created to contribute to and monitor the conservation, use, development, and financing of Colorado's water resources for the general welfare of the state (Section 37-98-102, C.R.S.). It is also required to review statewide planning for water resources.

Submitted herewith is the final report of the State Capitol Building Advisory Committee (advisory committee). The advisory committee was created pursuant to Section 24-82-108, C.R.S., and serves in an advisory capacity to the Capital Development Committee and the Governor on certain issues regarding the State Capitol building and its grounds.

The Colorado Open Records Act (CORA) 1 creates a presumption in favor of public access to government documents. This issue brief addresses CORA’s two threshold questions: 1) what is and is not considered a public record; and 2) which public records are exempt from disclosure. It also briefly outlines CORA’s requirements for responding to an open records request.

Pursuant to Interim Committee Letter 2015-7. The purpose of this committee is to study issues related to the use of OHVs on roads and recommend up to three bills for Legislative Council approval. 

Pursuant to Interim Committee Letter 2015-5, submitted as required by Section 2-3-303.3, Colorado Revised Statutes. The purpose of this committee is to study data collection and evaluation methods related to contacts made by law enforcement officers to determine whether profiling is occurring in Colorado.

Pursuant to Section 31-31-2001, C.R.S. The purpose of this commission is to study and review the benefit systems of the Fire and Police Pension Association.

Pursuant to Article 15 of Title 22, Colorado Revised Statutes. The purpose of this committee is to study issues relating to school safety and threat prevention in public and private schools; programs and methods for identifying and monitoring students in crisis; standardized criteria for school personnel to use in assessing potential threats; and the implementation of Senate Bill 15-213. 

Pursuant to Section 43-2-145, C.R.S. The purpose of this committee is to give guidance and direction to the state Department of Transportation in the development of the state transportation system, and to provide legislative oversight of and input into such development.

Pursuant to Interim Committee Letter 2015-3. The purpose of the committee was to examine vocational rehabilitation services for the blind, the use of available funding, and program performance in order to determine the most effective structure and delivery model for vocational rehabilitation services.

Pursuant to Article 98 of Title 37, Colorado Revised Statutes. The purpose of this committee is to oversee the conservation, use, development, and financing of Colorado's water resources.
