During the 2019 legislative session, the General Assembly considered a variety of issues related to energy efficiency, renewable energy, public utilities, energy industry transition, and the regulation of oil and natural gas.

This handbook was created to help members of the House Agriculture, Livestock, and Natural Resources Committee, Senate Agriculture, Natural Resources and Energy Committee, the interim Water Resources Review Committee, and other legislators to better understand Colorado's water policies and programs that are likely to be encountered during their tenure.

The committee was created pursuant to Part 16 of Article 3 of Title 2, Colorado Revised Statutes. The purpose of this committee is to oversee and review the prevention, mitigation, and financing of wildfire matters in Colorado.

Summary Report for the Water Resources Review Committee to the Legislative Council.  The Water Resources Review Committee (WRRC) was created to contribute to and monitor the conservation, use, development, and financing of Colorado's water resources for the general welfare of the state (Section 37-98-102, C.R.S.). It is also required to review statewide planning for water resources.

The House Select Committee on Climate Responsibility was convened pursuant to House Rule 25B, which allows the Speaker of the House of Representatives (Speaker) to create a committee to review a single specified subject matter area or issue during a regular legislative session. The purpose of the House Select Committee on Climate Responsibility (committee) was to consider policy options that would enable Colorado to meet its climate targets and goals. Topics included energy efficiency and local job creation; rural opportunities; and power supply, energy storage, and transmission.

The Senate Select Committee on Energy and the Environment was convened pursuant to Senate Rule 22(c), which allows the Senate President to create a committee to review a single specified subject matter area or issue during a regular legislative session.

During the 2017 legislative session, the General Assembly considered measures concerning electric demand side management for investor-owned utilities, energy infrastructure, and consumer protections.

The federal and state governments each provide tax incentives for landowners who designate their land as a conservation easement, foregoing certain use rights in order to preserve the land in perpetuity. This committee was created pursuant to Senate Bill 13-082. The purpose of this committee is to oversee and review the prevention, mitigation, and financing of wildfire matters in Colorado.

In response to a growing number of human-bear conflicts in Colorado, the General Assembly passed House Bill 15-1034 calling on Colorado Parks and Wildlife, the agency responsible for managing all of the state's wildlife, to provide information regarding the growing number of human-bear interactions and conflicts throughout the state, and to evaluate all available management options to properly manage black bear populations year-round to address bear-human conflicts and public safety.

Pursuant to Article 98 of Title 37, Colorado Revised Statutes. The purpose of this committee is to oversee the conservation, use, development, and financing of Colorado's water resources.
