Issue Briefs Distribution of Marijuana Tax Revenue (2016) This issue brief provides an overview of marijuana tax revenue. Three state taxes apply to marijuana, with medical and retail marijuana taxed differently. Both medical and retail marijuana are subject to the existing 2.9 percent state sales tax, which is applied to most purchases in the state. Additionally, retail marijuana is subject to a 10 percent sales tax, levied on retail sales, and a 15 percent excise tax, levied on the first transfer of marijuana from a wholesaler to a processor or retailer. Staff Publications State Education Fund Report (2016) The forecast for the State Education Fund and the level of General Fund appropriations needed to pay for school finance has changed from when the General Assembly adjourned in May 2015. Property values grew rapidly in 2015, and are expected to continue to grow over the next few years, helping to boost the local contribution to school finance. In contrast, expectations for income taxes have fallen, decreasing projected deposits into the State Education Fund and the General Fund.
