The Colorado Open Records Act (CORA) 1 creates a presumption in favor of public access to government documents. This issue brief addresses CORA’s two threshold questions: 1) what is and is not considered a public record; and 2) which public records are exempt from disclosure. It also briefly outlines CORA’s requirements for responding to an open records request.

To Members of the Seventieth General Assembly:

Pursuant to Interim Committee Letter 2015-7. The purpose of this committee is to study issues related to the use of OHVs on roads and recommend up to three bills for Legislative Council approval. 

Pursuant to Interim Committee Letter 2015-5, submitted as required by Section 2-3-303.3, Colorado Revised Statutes. The purpose of this committee is to study data collection and evaluation methods related to contacts made by law enforcement officers to determine whether profiling is occurring in Colorado.

Pursuant to Section 31-31-2001, C.R.S. The purpose of this commission is to study and review the benefit systems of the Fire and Police Pension Association.

Pursuant to Article 15 of Title 22, Colorado Revised Statutes. The purpose of this committee is to study issues relating to school safety and threat prevention in public and private schools; programs and methods for identifying and monitoring students in crisis; standardized criteria for school personnel to use in assessing potential threats; and the implementation of Senate Bill 15-213. 

Pursuant to Section 43-2-145, C.R.S. The purpose of this committee is to give guidance and direction to the state Department of Transportation in the development of the state transportation system, and to provide legislative oversight of and input into such development.

Pursuant to Interim Committee Letter 2015-3. The purpose of the committee was to examine vocational rehabilitation services for the blind, the use of available funding, and program performance in order to determine the most effective structure and delivery model for vocational rehabilitation services.

Pursuant to Article 98 of Title 37, Colorado Revised Statutes. The purpose of this committee is to oversee the conservation, use, development, and financing of Colorado's water resources. 

Pursuant to Senate Bill 13-082. The purpose of this committee is to oversee and review the prevention, mitigation, and financing of wildfire matters in Colorado.
