Submitted herewith to the Colorado General Assembly is the final report of the Water Resources Review Committee. This committee was created pursuant to Article 98 of Title 37, Colorado Revised Statutes. The purpose of this committee is to oversee the conservation, use, development, and financing of Colorado's water resources.

Federal and state laws allow Medicaid applicants and clients who have their benefits denied, terminated, or reduced to appeal the decision. This issue brief provides an overview of the Medicaid appeals process in Colorado.

This memorandum responds to your request for information on school discipline policies.  Specifically, you were contacted by a constituent expressing concern about several incidents at her granddaughter’s elementary school in School District 27J.  Please note that because Legislative Council Staff is unable to analyze whether there is a conflict between state law and the district's policies related to the circumstances the constituent describes, the memorandum provides background information on school discipline laws and regulations.

Personally identifiable information (PII) is information that can be used to trace or identify an individual. Table 1 shows the availability of the historic property preservation income tax credit and the cleanroom machinery sales and use tax exemption, each of which is available only when the Legislative Council Staff forecast indicates that General Fund revenue will be sufficient to allow General Fund appropriations to increase by at least 6 percent. Revenue failed to meet this requirement in FY 2015-16. The September 2016 forecast expects that revenue will fail to meet this requirement in FY 2016-17, FY 2017-18, and 2018-19.

The Public Benefits and Services Resource Manual is intended to serve as a reference guide for information on some of the state’s programs that provide direct benefits or services to members of the public. The manual is divided into four sections to make it easier for the reader to access information. The first section provides information on how to apply for certain public benefits using the Colorado PEAK website and county offices of human or social services.

Colorado law provides distinct roles for the Colorado Department of Education (CDE) and the State Board of Education (state board) in overseeing charter schools. Colorado's charter schools are authorized through a local school district or the state Charter School Institute (CSI). The CSI was created in 2004 as an independent agency within CDE. It currently authorizes 35 charter schools, and is the only statewide, non-district authorizer.

Implications of the forecast for the state's General Fund budget and spending limit are described in the report's highlights and executive summary sections. The report is based on current law, legislation passed by the General Assembly affecting the forecast is described throughout the report.

House Bill 16-1422 amends the Public School Finance Act of 1994 to provide funding for school districts in FY 2016-17. The bill was signed by the Governor on June 10, 2016, and became effective on that date. House Bill 16-1405, the "Long Bill," appropriates most of the state aid distributed to school districts. The following summarizes the primary funding changes contained in these bills.
