This publication provides an overview of marijuana laws in Colorado as well as marijuana licensing, marijuana in the state budget, regulations, federal law and jurisdictional issues, and additional resources.

Pursuant to House Bill 22-1063, the Legislative Oversight Committee Concerning Colorado Jail Standards (oversight committee) is responsible for overseeing the 22-member Colorado Jail Standards Commission (commission), which was required to recommend standards for the operation of jails in the following areas:

Submitted herewith is the final report of the Pension Review Commission. This commission was created pursuant to Article 51.1 of Title 24, Colorado Revised Statutes. The purpose of the commission is to study and review the two major pension plans in the state – the Fire and Police Pension Association (FPPA) for police officers and firefighters employed by local governments and the Public Employees' Retirement Association (PERA) pension for state and local government employees – in order to propose legislation and to report back to the legislature and general public.

Submitted herewith is the final report of the Transportation Legislation Review Committee. This committee was created pursuant to Section 43-2-145, Colorado Revised Statutes.

Submitted herewith is the final report of the Legislative Oversight Committee for the Treatment of Persons with Behavioral Health Disorders in the Criminal and Juvenile Justice System. This committee was created pursuant to Article 98 of Title 37, Colorado Revised Statutes. The purpose of this committee is to oversee an advisory task force that studies and makes recommendations concerning persons with behavioral health disorders who are justice-involved.

Submitted herewith is the final report of the Hugh McKean Colorado Youth Advisory Council Review Committee. This committee was created pursuant to Section 2-2-1305.5, Colorado Revised Statutes. The purpose of this committee is to review the work of the Colorado Youth Advisory Council (COYAC) and to recommend legislation regarding issues affecting Colorado youth.

Submitted herewith is the final report of the Child Welfare System Interim Study Committee. The committee was created pursuant to Interim Committee Request Letter 2023-01. The purpose of this committee is to take a holistic look at Colorado’s child welfare system to address the major factors facing the system in order to better serve the state’s children and families.

This memorandum provides an overview of all the statutory reports that are required to be sent to members of the Joint Business Committee in FY 2023‑24. Most of the reports can be found in the Required Reports Database. Some reports are included as part of the agency’s annual reporting. Please contact Legislative Council Staff if you are unable to locate a report. A list of the reports is provided in Table 1.

Report No. 2023-TE18

Focus Colorado presents forecasts for the economy and state government revenue through FY 2023-24. Implications of the forecast for the state's General Fund budget and spending limit are described in the report's highlights and executive summary sections. The report is based on current law, legislation passed by the General Assembly affecting the forecast is described throughout the report.

The recently renamed Water Resources and Agriculture Review Committee (WRARC) was created to contribute to and monitor the conservation, use, development, and financing of Colorado's water resources and agriculture for the general welfare of the state (Section 37‑98‑102, C.R.S.). In 2022, the committee charge was updated to include Colorado agriculture issues. The committee is also required to review statewide planning for water resources. The WRARC reviews and proposes legislation to further its purpose.

The Colorado General Assembly considered many bills related to public health this legislative session over multiple subject matters including mental health, environmental health, and health in the education system.

Pursuant to Section 10‑16-221, C.R.S., the Statewide Health Care Review Committee was created to study health care issues across the state.

The Office of Legislative Legal Services prepares the Digest of Bills and Concurrent Resolutions as required under section 2-3-504, C.R.S. The Digest consists of summaries of all bills and concurrent resolutions enacted by the Seventy-fourth General Assembly at its First Extraordinary Session ending November 20, 2023. The summaries include the dates upon which the Governor acted and the effective dates of the bills. The Digest also includes an alphabetical subject index and several reference tables.
