Distribution of FY 2013-14 General Fund Surplus

The FY 2013-14 General Fund surplus is estimated at $235.8 million.1 State law requires this surplus to be distributed in the amounts and order shown in Table 1.2 Additionally, the transfer to the Capital Construction Fund is allocated by state law in the order and amounts shown in Table 2.3 Up to 90 percent of the surplus will be distributed on September 15th, with the remainder distributed when the State Controller publishes the comprehensive annual financial report for FY 2013-14.

Telecommunications Modernization (2014)

Telecommunications regulation has been an active issue in the Colorado state legislature for several years. In 2014, five bills passed that changed telecommunications regulation, subsidies, and infrastructure in Colorado. These bills deregulate a number of telecommunications products, specify the manner in which basic telephone service will be deregulated subject to limited regulatory oversight, and provide a framework for the expansion of broadband service in the state. 2014 Digest of Bills

Publication of the Colorado Revised Statutes occurs several months following the end of each regular legislative session. Prior to such publication, the Office of Legislative Legal Services prepares the Digest of Bills and concurrent resolutions as required under section 2-3-504, C.R.S. The Digest consists of summaries of all bills and concurrent resolutions enacted by the Sixty-ninth General Assembly at its Second Regular Session ending May 7, 2014. The summaries include the dates bills are approved and the effective dates of the bills.

Summary of 2014 School Finance Bill HB14-1298 and HB14-1292

House Bill 14-1292 and House Bill 14-1298 amend the Public School Finance Act of 1994 to provide funding for school districts in FY 2014-15. The bills were signed by the Governor on May 21, 2014, and became effective on that date. House Bill 14-1336, the "Long Bill," appropriates most of the state aid distributed to school districts. The following summarizes the primary funding changes contained in these bills.
