This memorandum provides a brief overview of the state’s regional centers, background about the Grand Junction Regional Center (GJRC) campus and the timeline of important events related to the recommended closure of the campus, and an explanation of potential Capital Development Committee (CDC) actions related to the FY 2017-18 capital budget request: Grand Junction Regional Center Campus Relocation and Closure.

The forecast for the State Education Fund and the level of General Fund appropriations needed to pay for school finance have changed from when the General Assembly adjourned in May 2016. Property values grew rapidly in 2016, and are expected to continue to grow over the next few years. The increase in property values, however, is expected to be offset by a decline in the residential assessment rate (RAR) per the provisions of the Gallagher Amendment. Thus, property tax revenue available for the local share of school finance will not be as much as previously anticipated.

Colorado receives annual payments from tobacco manufacturers as part of the Tobacco Master Settlement Agreement. In April 2016, the state received $92.3 million. This memorandum presents the distribution of the 2016 payment and forecasts payments through 2019.

Attached, please find the JBC staff issue brief titled, "Prioritizing Controlled Maintenance, Capital Renewal, and Recapitalization". In this issue brief, JBC staff has recommended that the JBC pursue legislation on a variety ot topics.

This memorandum responds to a request from the Joint Budget Committee (JBC) to the Joint Technology Committee (JTC) to review a FY 2017-18 operating budget request from the Colorado Department of Labor and Employment (CDLE) regarding the Conveyance Program Application and Database, which would replace the existing AMANDA software system.

Submitted herewith, pursuant to House Bill 16-1031, is a research study of changes to the Colorado Transportation Commission districts since 1991. HB 16-1031, sponsored by Representative Terri Carver and Senator John Cooke, required the Legislative Council Staff, in cooperation with the Colorado Department of Transportation, to prepare and present this study to the Transportation Legislation Review Committee during the 2016 interim.

Submitted herewith is the final report of the Transportation Legislation Review Committee (TLRC). This committee was created pursuant to Section 43-2-145, C.R.S. The purpose of this committee is to give guidance and direction to the Colorado Department of Transportation on the development of the state transportation system, and to provide legislative oversight of and input into such development.

Submitted herewith is the final report of the Interim Committee to Study the Every Student Succeeds Act. This committee was created pursuant to Legislative Council Executive Committee approval of Interim Committee Letter 2016-6. The purpose of this committee is to study new federal legislation requiring state actions related to education.
