Distribution of State Higher Education Funding

The General Assembly distributes state operating funding to public institutions of higher education (IHEs) in Colorado primarily based on a formula. This issue brief provides an overview of the formula and mechanisms for distributing state funds from the General Assembly to public IHEs in Colorado.  IHEs also receive revenue from tuition and fees and state grants for capital construction projects, allocations for student financial aid, and funding to implement specific legislative initiatives.

2023 SMART Act Hearings Overview Memorandum

This memorandum provides an overview of the "State Measurement for Accountable, Responsive, and Transparent Government Act" (SMART Government Act).  The act requires executive agencies to annually present specific information to joint legislative committees during the first two weeks of the legislative session.  This memorandum summarizes the information that state agencies are required to submit to committees in advance of the hearings and the requirements of the hearings.

Vacancies in Elected Offices

This memorandum provides an overview of the process to fill vacancies in various elected offices at the federal, state, and local levels.  A vacancy in an elected office occurs when an office holder resigns or dies during his or her elected term.   A vacancy may also occur when an elected official moves outside of the district he or she represents.  Vacancies in federal, state, and local elected offices in Colorado are filled in a variety of ways, including appointments, vacancy elections, and political party vacancy committees.

2022 Transportation Legislation Review Committee Final Report

Legislative Oversight Committee Concerning Tax Policy Final Report

Sales and Use Tax Simplification Task Force Final Report

The Sales and Use Tax Simplification Task Force (task force) was originally created in 2017 pursuant to House Bill 17-1216.  In its original form, the task force was scheduled to be repealed in 2020.  However, House Bill 20-1022 extended the work of the task force for an additional five years through July 1, 2026.

2022 Pension Review Commission and Pension Review Subcommittee Final Report

Pursuant to Section 24-51.1-101, C.R.S., the Pension Review Commission is required to study and develop proposed legislation relating to funding and benefit design of police officers' and firefighters' pensions in the state, which are primarily managed by the Fire and Police Pension Association (FPPA).  In addition, the commission must study and may develop proposed legislation relating to the Public Employees' Retirement Association (PERA).

2022 Interim Committee on Judicial Discipline Final Report

Senate Bill 22-201 created the 8-member Legislative Interim Committee on Judicial Discipline and directed the committee to work with judges, lawyers, members of the public, and other interested parties, to:

  • review and examine Colorado's system of judicial discipline;
  • evaluate other states' models; and,

make recommendations to the General Assembly for statutory or constitutional reforms during the 2023 session.

2021 and 2022 Behavioral Health Legislation

The opioid epidemic, the COVID-19 pandemic, and the rise of homelessness strained Colorado’s behavioral health system.  This memorandum covers the actions the Colorado General Assembly has taken to strengthen Colorado’s behavioral health care system, including creating the Behavioral Health Administration, strengthening the behavioral health care workforce, increasing rural health care access, and treating and preventing substance abuse issues.
