Senate Bill 18-200, Modifications to the Colorado Public Employees' Retirement Association (PERA) to Eliminate Unfunded Liability, included an automatic adjustment provision (AAP) that triggers when PERA's trusts are not on track to reach full funding within the targeted 30-year period.  This issue brief discusses how the provision works and has been used since 2019.

This memorandum provides an overview of how the spread of the coronavirus and associated disease (COVID-19) has prompted insurers, federal and state health organizations, and behavioral and mental health organizations to adopt policies that support and encourage the use of telehealth.  Telehealth enables long-distance health care and other health-related services to occur with the use of telecommunication technology.

2019 Colorado School District Cost of Living Analysis

This memorandum provides information on Colorado's mandated health insurance benefits. Table 1, Colorado Health Insurance Mandates, provides a description of current state laws governing insurance benefits.  The mandates are listed in the table alphabetically.

In 2013, Colorado eliminated precinct polling places and established voter service and polling centers (VSPCs).  This issue brief outlines the services provided at VSPCs, location factors, VSPC hours, and staffing requirements for VSPCs.

The Legislative Council Staff's Health Care Resource Book is intended to serve as a reference guide for information on some of Colorado's major health care issues and programs.  The book is divided into two sections.

The first section covers health care spending; private health insurance regulation; the state’s health benefit exchange; an overview of public health care programs; and discussion of issues related to uninsured individuals.

This memorandum addresses abuse of corpse laws in the 50 states.  While the vast majority of states have enacted abuse of corpse or other related laws, they differ in definition and crime classification.  For example, some states outline penalties for mutilating or defacing a corpse, while others more broadly define it as “outraging family sensibilities.”  Over half of the states (27) have classified this crime as a felony instead of a misdemeanor.

This memorandum provides an overview of statutes of limitations, including factors that impact length, such as statutes of repose and tolling.  The memorandum also includes tables listing the various criminal and civil statutes of limitations and statutes of repose in the state. 

The Supplemental Narrative is prepared by the staff to explain proposed adjustments to prior year appropriations recommended by the JBC to the rest of the General Assembly.  This narrative describes all of the proposed budget changes statewide, by department, and by program, and provides detailed calculations of the spending and revenue limits.  This explanation does not reflect any subsequent changes to the Supplemental Bills as they are amended by the Senate or House of Representatives.
