Final Report to the Colorado General Assembly by the Legislative Health Benefit Exchange Implementation Review Committee.

Pursuant to Senate Bill 07-229 and is required to develop a plan for the response by, and continuation of operations of, the General Assembly and the legislative service agencies in the event of an emergency epidemic or disaster.

Pursuant to Article 98 of Title 37, Colorado Revised Statutes. The purpose of this committee is to oversee the conservation, use, development, and financing of Colorado's water resources.

Pursuant to Section 43-2-145, Colorado Revised Statutes. The primary purpose of this committee is to give guidance and direction to the state Department of Transportation in the development of the state transportation system, and to provide legislative overview of and input into such development.

House Bill 12-1345 amends the Public School Finance Act of 1994 to provide funding for school districts in FY 2012-13. The bill was signed by the Governor on May 19, 2012, and became effective on that date. House Bill 12-1335, the "Long Bill," appropriates most of the money distributed to school districts. Highlights of funding provided to school districts by the two bills follows. This memorandum also contains an appendix with estimates of school district funding in the current budget year.

This issue brief describes major topics of interest related to immigration, and specifically regarding the enforcement of immigration laws and laws regarding the verification of a person's eligilibity to work in the United States.  The brief also describes legislative efforts in Colorado concerning these topics, the differences between state and federal immigration laws, and role the state plays in enforcing federal immigration laws.

The forecast for the State Education Fund and the level of General Fund appropriations needed to pay for school finance have changed from when the General Assembly adjourned in May 2011. Property values have stabilized and are expected to grow slowly over the next few years, helping to boost the local contribution to school finance. Similarly, income tax receipts are growing, which is increasing deposits into the State Education Fund and the General Fund.

The Office of Research and Analysis at Colorado Department of Revenue prepares, every odd-numbered year, a tax profile and expenditure report for the state as required by §39-21-303, C.R.S.  This report is to include information identifying and describing tax expenditures administered by the Department, estimates of the identified tax expenditures, the Colorado Tax Profile Study (CTPS), and the Colorado Statistics of Income (SOI) reports.
