Joint Budget Committee

The Joint Budget Committee (JBC) is charged with studying the management, operations, programs, and fiscal needs of the agencies and institutions of Colorado state government. Throughout the year, the JBC holds a number of meetings and considers a range of documents to help prepare budget recommendations for the General Assembly.

Legislative Council

The Legislative Council is the legislative oversight committee for the Legislative Council Staff, and is responsible for approving the Legislative Council Staff budget, approving written requests for interim study committees, reviewing legislation created by committees that meet during the legislative interim, and reviewing the ballot information booklet prepared by Legislative Council Staff.

Appropriations

The House Appropriations Committee conducts hearings on bills that change expenditures or revenues and affect the budget. The Committee typically reserves discussion for the fiscal impact of the bills. Many of the bills considered by the Committee have had hearings in other committees before being referred to Appropriations and for those bills that have previously had a hearing the Committee does not customarily take public testimony.

Health & Insurance

The House Health & Insurance Committee considers matters concerning state health programs and health insurance.  The committee also has legislative oversight responsibility for the Department of Public Health and Environment, Health Benefit Exchange, Division of Insurance, and Division of Professions and Occupations relating to health care providers.

Finance

The House Finance Committee generally considers matters related to a broad range of public finance proposals including legislation that affects the state's revenue and tax structure.  In addition, the committee has legislative oversight responsibility for the Public Employees' Retirement Association, Department of Revenue, State Treasury, and the Office of State Planning and Budgeting.

Education

The House Education Committee considers matters concerning K-12 public schools, including public school accountability and school finance; and higher education, including administration and governance, tuition, and financial assistance.  In addition, the committee has legislative oversight responsibility for the departments of Education and Higher Education.
