The study committee must review data and statistics on the scope of the substance use disorder problem in Colorado; compile an overview of the current resources available to Coloradoans; review the availability of medication-assisted treatment options and whether pharmacists can prescribe those medications; examine what other states and countries are doing to address substance use disorders; identify the gaps in prevention, intervention, harm reduction, treatment, and recovery resources; and identify possible legislative options to address these gaps.

The committee studies strategies to safely reduce the prision population and decrease recidivism, and monitors prison population reform legislation passed by the General Assembly.

The committee examines programs and practices of electric investor-owned utilities in Colorado with a particular focus on issues involving consumer choice and affordability in electric supply.

The committee studies the policy recommendations contained in the tax expenditure evaluations prepared by the Office of the State Auditor in the ongoing Tax Expenditures Compliation Report.

The committee studies the costs of higher education, tuition rate setting, roadblocks to obtaining post-secondary education, and the risks and rewards of post-secondary education.

The committee studies issues related to energy, including energy generation, supply, storage, distribution, and transmission; energy markets and energy-related jobs; electric vehicles; and other energy-related issues.

The committee studies health care issues that affect Colorado residents throughout the state.

The committee reviews the work of the Colorado Youth Advisory Council and recommends legislation regarding issues affecting Colorado youth.

The committee studies waste and recycling infrastructure, composting, and public awareness of moving towards zero waste in Colorado.
