2013 Economic Opportunity Poverty Reduction Task Force Final Report

Pursuant to Section 2-2-1404, Colorado Revised Statutes. The primary purpose of this task force is to assess current state policies and practices that promote economic opportunity and poverty reduction and, by 2019, reduce by at least 50 percent the number of Coloradans, including children and families, living in poverty.

Summary of 2013 School Finance Bill, SB13-260

The school finance bill, Senate Bill 13-260, amends the Public School Finance Act of 1994 to provide funding for school districts in FY 2013-14. The bill was signed by the Governor on May 18, 2013, and became effective on that date. Senate Bill 13-230, the "Long Bill," appropriates most of the state aid distributed to school districts. The following summarizes the primary funding changes.

Colorado Juvenile Justice Systems (2013)

Juvenile justice systems were created in the late 19th century under the philosophy that juveniles are different than adults and may have different rehabilitation needs. Colorado has two separate systems for the detention or commitment of juveniles convicted of crimes. One system exists within the Department of Human Services (DHS), a department with the responsibility of addressing child welfare, while the other exists within the Department of Corrections (DOC), where adult offenders are sentenced.

2013 Digest of Bills

Publication of the Colorado Revised Statutes occurs several months following the end of each regular legislative session. Prior to such publication, the Office of Legislative Legal Services prepares the Digest of Bills and concurrent resolutions as required under section 2-3-504, C.R.S. The Digest consists of summaries of all bills and concurrent resolutions enacted by the Sixty-ninth General Assembly at its First Regular Session ending May 8, 2013. The summaries include the dates bills are approved and the effective dates of the bills.

State Education Fund Report (2013)

The forecast for the State Education Fund and the level of General Fund appropriations needed to pay for school finance have changed from when the General Assembly adjourned in May 2012. Property values have stabilized and are expected to grow modestly over the next few years, helping to boost the local contribution to school finance. Similarly, income tax receipts are growing faster than anticipated, increasing deposits into the State Education Fund and the General Fund.
