The following memorandum provides an overview of K-12 funding proposals within the context of the state's operating budget. In December 2013, about $1.1 billion was transferred from the General Fund to the State Education Fund (SEF). The General Assembly will have to determine how to use this one-time money for school finance and other K-12 purposes in the 2014-15 budget year and subsequent years.

Focus Colorado presents forecasts for the economy and state government revenue through FY 2015-16. Implications of the forecast for the state's General Fund budget and spending limit are described in the report's highlights and executive summary sections. The report is based on current law, legislation passed by the General Assembly affecting the forecast is described throughout the report.

The forecast for the State Education Fund and the level of General Fund appropriations needed to pay for school finance have changed from when the General Assembly adjourned in May 2013. Property values have stabilized and are expected to grow modestly over the next few years, helping to boost the local contribution to school finance. Similarly, income tax receipts are growing faster than anticipated, increasing deposits into the State Education Fund and the General Fund.

The Office of Research and Analysis at Colorado Department of Revenue prepares, every odd-numbered year, a tax profile and expenditure report for the state as required by §39-21-303, C.R.S.  This report is to include information identifying and describing tax expenditures administered by the Department, estimates of the identified tax expenditures, the Colorado Tax Profile Study (CTPS), and the Colorado Statistics of Income (SOI) reports.

Overview of the State Education Fund and K-12 Public School Funding

In July of 2013, Corona Insights was retained to conduct the 2013 Colorado School District Cost of Living Study for the Colorado Legislative Council. This study measures the differences in the cost to purchase a typical “market basket” of goods among the 178 public school districts in the State of Colorado. Final cost of living factors detailed within this study reflect the relative cost differences for all notable sitespecific living expenses (i.e., housing, transportation, goods, services and taxes) among Colorado’s school districts.

Final Report to the Colorado General Assembly by the Health Benefit Exchange Implementation Review Committee.

Pursuant to House Joint Resolution 13-1019. The purpose of this committee is to examine and make recommendations on current laws, procedures, and practices for the appointment of counsel, advisement of rights, and waivers of counsel for children in juvenile delinquency court.

Pursuant to Senate Bill 07-229, the committee is required to develop a plan for the response by, and continuation of operations of, the General Assembly and the legislative service agencies in the event of an emergency epidemic or disaster.

Pursuant to Section 43-2-145, Colorado Revised Statutes. The primary purpose of this committee is to give guidance and direction to the state Department of Transportation in the development of the state transportation system, and to provide legislative overview of and input into such development.

Pursuant to Senate Bill 13-082. The purpose of this committee is to review and propose legislation or other policy changes related to wildfire prevention, mitigation, and related matters, including public safety and forest health issues.

Pursuant to Article 98 of Title 37, Colorado Revised Statutes. The purpose of this committee is to oversee the conservation, use, development, and financing of Colorado's water resources.
