Owners or operators of junk yards or salvage yards must keep the details of any purchase of a detached catalytic converter, including: a signed affidavit from the seller that they are the owner or are entitled to sell the converter; the license plate number and description of the vehicle used to deliver the converter; and verification of the seller’s identity.
